AHJs that previously used IROL are being migrated to Brycer's Compliance Engine. The migration is rolling out in waves. Each AHJ notifies its registered fire protection service providers individually with letters specifying:
- The transition deadline for that jurisdiction (June 1, 2026 was the first wave; AHJs migrating later carry their own dates)
- The requirement that all inspection submissions go through Brycer's Compliance Engine
- That contractors not registered with Brycer will pay a per-submission fee, labeled in the letters as a "nominal filing fee"
- That registration with Brycer is free for contractors
The letters are functionally identical across jurisdictions, suggesting Brycer is providing AHJs with template language for the transition notification.
Who Is Affected
Three groups of fire protection contractors are affected by this transition:
- Group 1: Contractors who currently submit to IROL. Their existing workflow is being migrated to Brycer's Compliance Engine. They need to register with Brycer (if not already) and adjust their submission process before the deadline specified by their AHJ.

- Group 3: Contractors who already submit to Brycer for other reasons. These contractors are largely unaffected by the AHJ migration because they're already operational on Brycer.
For Groups 1 and 2, the transition forces immediate operational changes. For Group 3, the transition simply expands the scope of work already flowing through Brycer.
What Contractors Need to Do
The required actions depend on which group a contractor falls into.
Step 1 — Register with Brycer's Compliance Engine

Contractors not registered before the AHJ deadline will pay a per-submission fee for each report filed. The exact fee varies by AHJ, described in the notification letters as "nominal." Step 3 — Adjust the Inspection-to-Submission Workflow

- Reports must be entered through the Compliance Engine's web interface (or an integrated inspection software platform)
